Overnight parking permits for students off-campus

It can be quite scary walking back home at night time, so I am proposing a nighttime permit for students living off-campus, so we can use the library and not be worried about getting home. For example those with a permit can park between 10pm and 6am on main campus to be able to use the library for those late night library sessions and not be discouraged by the dark walks back to ours homes.
